International standards or the relevant parts of them are used as a basis for drafting CNS if such international standards exist or their completion is imminent, except where such international standards or relevant parts would be ineffective or inappropriate because of an insufficient level of protection or fundamental climatic or geographical factors or fundamental technological problems.
